The Final Initial Study/Mitigated Negative Declaration (FIS/MND) for the Palm/Mann Cypress Gravity Sewer Improvements Project (#959) was adopted by the Ross Valley Sanitary District Board of Directors on June 18, 2025.

On May 12, 2025, an Initial Study/Mitigated Negative Declaration (IS/MND) for the Palm/Mann/Cypress Gravity Sewer Improvements Project (#959) (Project) was released for public and agency review. The Project site is located in the Ross Valley Sanitary District (RVSD) service area within the town of Kentfield in Marin County, California. The primary objective of this Project is to relieve hydraulic and structural deficiencies and reduce groundwater infiltration associated with aging RVSD infrastructure. The Project includes replacement of existing pipe segments via open cut removal (45 linear feet [LF]), and pipe bursting (5,451 LF). Existing pipe segments would be replaced with new polyvinyl chloride (PVC) or high-density polyethylene (HDPE) pipes. The Project also includes construction of new sanitary sewer lines via open cut trenching (1,622 LF), construction of 17 new manholes, removal and replacement of 1 existing manhole, removal of 4 existing manholes, and abandonment of 4 existing manholes. Lower laterals and property line cleanouts would be replaced at all locations. The Project site encompasses approximately 0.3 acres and the total area disturbed would be approximately 12,200 sq ft. Depths of the excavation would vary between 3 and 10 ft based on location. Rehabilitation of all sanitary sewer mains would occur within the existing alignment. Most pipelines either fall within public rights-of-way or designated easements running through private property. For work in backyard easements, portable equipment would be used to accommodate space restrictions and minimize impact.

On January 10, 2025, an Initial Study/Mitigated Negative Declaration (IS/MND) for the FY 2024-2025 Gravity Sewer Improvements Project (#958) (Project) was released for public and agency review. The Project entails the construction and rehabilitation, within the existing alignment, of sanitary sewer mains and related appurtenances unincorporated town of Fairfax, the town of Kentfield, and the town of San Anselmo, located within the County of Marin. The Project site encompasses approximately 0.61 acres and the total area disturbed would be approximately 26,700 square ft. The Project would rehabilitate and replace approximately 14,042 linear feet (LF) of existing vitrified clay pipe sanitary sewers with high-density polyethylene (HDPE) pipe ranging in size from 6 to 8 inches. Sewers would be replaced by open-cut removal and replacement (3,994 LF), pipe bursting (8,912 LF), and pipe reaming (1,136 LF) methods. The Project would also install 862 LF of new sanitary sewer using HDPE pipe. Lower laterals and property-line cleanouts would be replaced at all locations. Work would include the construction of 33 sanitary sewer manholes to replace existing manholes or construct new manholes. Construction is expected to begin in March 2025 and is anticipated to be completed by January 2026. Work hours will generally be 8 a.m. to 5 p.m. The primary objective of this Project is to relieve hydraulic and structural deficiencies and reduce groundwater infiltration with aging RVSD infrastructure.

FY 2023-2024 Gravity Sewer Improvements Project (#955)
On January 5, 2024, an Initial Study/Mitigated Negative Declaration (IS/MND) for the FY 2023-2024 Gravity Sewer Improvements Project (#955) (Project) was released for public and agency review. The Project entails the construction and rehabilitation, within the existing alignment, of sanitary sewer mains and related appurtenances within the town of San Anselmo, unincorporated community of Greenbrae, and the town of Fairfax, located within the County of Marin. The Project would rehabilitate approximately 15,384 linear feet (LF) of sewer pipeline ranging from 4 to 14 in. and install 264 LF of new sewer main. Approximately 642 LF of existing pipe would be replaced via open cut excavation and 14,742 LF would be replaced via pipe bursting. Work would also include the installation of 39 sanitary sewer manholes to replace existing manholes and construction of one new manhole. The Project would include rehabilitation of sanitary sewer mains in the following areas: (1) Fairfax: Replacing approximately 4,067 LF of existing vitrified clay pipe (VCP) and cast-iron pipe (CIP) with high-density polyethylene (HDPE) pipe. Removing and replacing 14 existing sanitary sewer manholes with new manholes. (2) San Anselmo: Replacing approximately 5,259 LF of existing VCP and CIP with HDPE pipe. Removing and replacing 8 existing sanitary sewer manholes with new manholes. (3) Greenbrae: Replacing approximately 6,058 LF of existing VCP and CIP with HDPE pipe. Removing and replacing 17 existing sanitary sewer manholes with new manholes. Constructing one new manhole and installing a new sewer main (approximately 264 LF) via open cut excavation through paved public right-of-way on Los Cerros Dr. The primary objective of this Project is to relieve hydraulic and structural deficiencies and reduce groundwater infiltration with aging RVSD infrastructure.

Woodland Area Gravity Sewer Improvement Project (#956)
An Initial Study/Mitigated Negative Declaration (IS/MND) for the Woodland Area Gravity Sewer Improvement Project (Project) was released for public and agency review. The Project entails the construction and rehabilitation, within the existing alignment, of sanitary sewer mains and related appurtenances within the unincorporated community of Kent Woodlands, within the County of Marin. The Project plans to replace approximately 4,277 linear feet of existing sanitary sewer mains ranging in size from 6-inch (in.) to 8-in. of vitrified clay pipe with 8-in. to 12-in. high-density polyethylene (HDPE) pipe via pipe bursting, open cut, and jack-and-bore or directional drilling methods. In addition, work will be completed in or near Tamalpais Creek to remove the old suspended pipes and to remove existing pipes that are exposed in the Tamalpais Creek channel. The Tamalpais Creek channel will be restored and replaced with constructed riffles. Following the completion of the constructed riffle, the equipment will be removed from the channel bed. The access route will be relandscaped and vegetated, and areas of excavation will be covered with erosion-control fabric. The primary objective of this Project is to relieve hydraulic and structural deficiencies and reduce groundwater infiltration with aging RVSD infrastructure.

FY 2022/2023 Gravity Sewer Improvements Project (#953)
On July 8, 2022, an Initial Study/Mitigated Negative Declaration (IS/MND) for the FY 22/23 Gravity Sewers Improvements Project (#953) (Project) was released for public and agency review. The Project entails the construction and rehabilitation, within the existing alignment, of sanitary sewer mains and related appurtenances within the unincorporated community of Sleepy Hollow, the Town of San Anselmo, the unincorporated communities of Greenbrae and Kentfield, and the City of Larkspur, located within the County of Marin. The Project would include rehabilitation of sanitary sewer mains in the following areas: (1) Sleepy Hollow: Replacing approximately 1,554 linear ft of existing 6-inch (in.) vitrified clay pipe (VCP) with 8-in. high-density polyethylene (HDPE) pipe via pipe bursting methods. No work would occur on the bridge located at Deer Hollow Road, (2) San Anselmo: Replacing approximately 2,125 linear ft of existing 6-in. VCP with 8-in. HDPE pipe via pipe bursting methods; (3) Greenbrae: Replacing approximately 1,219 linear ft of existing 6-in. VCP with 8-in. HDPE pipe via pipe bursting methods; (4) Kentfield: Replacing approximately 1,575 linear ft of existing 6-in. VCP with 8-in. HDPE pipe via pipe bursting methods and; (5) Larkspur: Replacing approximately 120 linear ft of existing 6-in. VCP with 6-in. HDPE pipe via pipe bursting methods. The primary objective of this Project is to relieve hydraulic and structural deficiencies and reduce groundwater infiltration with aging RVSD infrastructure. The public review and commenting period of the IS/MND ends on August 8, 2022.
